There is a webcam I love the views from and I'd love to set it up so I can take one photo per hour to see the changes in the weather. It is not my webcam. I hope you can help.

You can't use the application to capture various scenes, because this is used only on local computer with the webcam(s) attached to the PC. It doesn't have the capability of capturing streams from other webcams. For that procedure, you can simply use a recording tool to define the area where the images are displayed and then save the output to a common video format like MP4, AVI, MKV, etc.
There is also no possibility to download the software since the official website has been discontinued (eg. domain expired).
